Naturally they'll do it first in their own areas. But more importantly one of the key considerations for getting speeds like this is whether the building is wired right in the first place. All the buildings in Rockwell were built with fiber from the start, so it is pretty straightforward to offer ultra high speeds.

If you have to layout new fiber it becomes prohibitively expensive.
